What is the difference between large and small missile impact ratings for hurricane debris?

Large missile impact testing fires a 9 lb 2x4 at 50 feet per second and applies to openings within 30 feet of grade. Small missile testing uses 2 gram steel balls at 130 feet per second and can apply to openings more than 30 feet above grade. In the HVHZ both are tested under TAS 201.
