What Makes an Accessory "Detention Grade"

Detention grade (sometimes called security grade) restroom accessories are a separate product category from the commercial accessories used in offices, schools, and retail restrooms. In the CSI MasterFormat system, commercial toilet accessories are specified under Section 10 28 13.13, while detention toilet accessories have their own section, 10 28 13.63. That separation exists because the design goals are different. A standard accessory is built for convenience and easy servicing. A detention accessory is built to resist abuse, tampering, theft, and self-harm in jails, prisons, holding areas, and behavioral health settings.

Common characteristics of detention grade accessories include:

    • Heavy-gauge Type 304 stainless steel construction
    • Tamper-resistant fasteners such as pin-in-head Torx screws that cannot be removed with ordinary tools
    • Surface-mounted or recessed designs with minimal exposed edges that could be pried loose
    • Ligature-resistant profiles that eliminate points where a cord could be attached, such as hooks, open loops, or gaps
    • Keyed or concealed service access so soap and paper are refilled only by staff

    Accessibility Still Applies

Correctional facilities are not exempt from accessibility requirements. The 2010 ADA Standards for Accessible Design address detention and correctional facilities in Section 232, which requires that at least 3 percent of cells (and never fewer than one) in new construction include mobility features, with at least 2 percent providing communication features. Inside those accessible cells and restrooms, the same accessory rules apply as anywhere else: the bottom edge of a mirror's reflecting surface no higher than 40 inches above the floor when mounted over a lavatory, grab bars at 33 to 36 inches above the floor, and dispenser outlets and operable parts kept within the 15 to 48 inch reach range. When specifying detention accessories, verify that the model selected can be mounted at those heights without losing its security features.

    How to Specify

A good detention accessory schedule starts with the facility type and the level of supervision in each area. A public lobby restroom in a courthouse may only need vandal-resistant commercial accessories, while an intake holding cell needs fully ligature-resistant units. For each restroom, list the accessory type, material and gauge, mounting method (surface, semi-recessed, or recessed), fastener type, and whether keyed access is required. Coordinate recessed units with wall construction early, since detention walls are often reinforced masonry or steel plate and are difficult to cut after the fact.

Because Bobrick's line covers both standard washroom and detention grade accessories, a mixed-use facility can keep a consistent look and a single source across public and secure areas. Pair the accessories with matching toilet partitions to complete the room.
